Shawinigan, 12 September 2012 – SIM, creator of Cognibox and the largest health and safety training company in Québec, announces the appointment of Mr. Michel Byette as head of business development for the public and parapublic sectors. Mr. Byette’s mission will be to support SIM’s management group within the framework of its growth policy in the public and parapublic sectors. Mr. Byette’s arrival is in line with the group’s wish to accelerate the development of, and consolidate, its position in the municipal sector.

Mr. Byette will be responsible for promoting Cognibox within the public and parapublic sectors of cities and municipalities to offer them this management and qualification platform for suppliers of goods and services. Cognibox enables a transparent supplier management process that meets the new requirements regarding the awarding of public contracts.

Michel Byette is well known in the municipal world, having worked in it for 40 years. Formerly General Manager of the cities of Chateauguay and Trois- Rivières, he held the highest position in the municipal public service from 1991 to 2012. He was president of the Association of general managers of Québec municipalities (ADGMQ) from 2004 to 2005 and received in 2012 the prestigious ADGMQ Distinction award for the renown he has garnered through his involvement, his leadership and his ability to inspire by demonstrating visionary and managerial qualities.

“SIM has adapted its offering and has resolved the subcontractor qualification problems specific to the public sector, enabling cities and municipalities to meet the new requirements imposed by the Department of Municipal Affairs,” says Chantal Trépanier, President and CEO of SIM. These requirements aim for maximum transparency in the awarding of municipal contracts. They include the by-law regarding building contracts of municipal bodies, the Building Act and the award of public contracts in the event of restricted licences, the Act respecting public body contracts in connection with corruption, as well as the amendment to the Electoral Act concerning electoral fraud. “Michel Byette will be an important asset for SIM and we are very happy that, despite the numerous offers he received, he has chosen to join our team,” states Ms. Trépanier.

Cognibox, a platform developed by SIM, is used by more than 3500 companies; some 80,000 subcontractor employees are listed, mainly in the manufacturing and mining sectors. This gives contractors access to a bank of the best subcontractors and their employees, through selection and qualification systems established according to very specific criteria and adapted to their requirements: training received, financial strength, environmental protection, sustainable development, administrative and legal compliance, etc.
